Why do I need to place the strips on top of the bottom brood chamber? Why not the top?

When strips are placed closest to the brood rearing zone the Formic Acid vapours (fumigant) can effectively penetrate brood caps, delivering superior varroa control by causing significant mortality to phoretic varroa, all castes of varroa under the brood cap, and impacting the fecundity of surviving varroa.
